河南省互联网+现代农业发展战略路径探讨

[摘要] 在我国经济下行压力逐渐增大情况下，加快发展现代农业对于调整产业结构、扩大内需、培育经济新的增長点尤为重要。发展现代农业，涉及到技术与产品的研发，服务平台的建设，资金的支持，人才的培育，政策的调整与监督管理，这一切都应以维护农民的利益为前提。现代农业的落地生根需要农民的认识、认可、支持和践行。现阶段河南省发展现代农业的主要困境有，农村电子商务下行多，上行少；农地纠纷多，农民利益保护不力；农业兼业现象突出；农地类型和功能多、差异大。针对这些发展困境，在互联网+时代，河南省现代农业发展战略路径应侧重于以下几个方面：加强对农民从事电子商务技能的培训；对农民进行正确引导与权益保护；重视培养职业化“新农人”；推行灵活多样的现代农业实施模式。

Abstract： Under the growing pressure of slow Chinese economic growth， developing modern agriculture is a key element for adjusting industrial structure， expanding domestic demand and cultivating new economic growth point. The development of modern agriculture involves research and development of products and technology， construction of service platform， financial support， cultivation of talents， policy adjustment and supervision management， which all should be based on the interests of farmers. To strike roots， modern agriculture needs farmers’ understanding approval， support and practice. The predicament of modern agricultural development in Henan province at present stage mainly includes such aspects： more non-rural productions to farmers but less rural productions to city； more farmers’ land disputes but less protection for the interests of farmers， prominent phenomenon of part-time industry， and various types and functions and great difference of agricultural land. Aiming at those development predicament， in the internet+ era， the strategic paths of promoting the development of modern agriculture should focus on the following aspects： strengthening the training of farmers’ e-commerce skill， guiding the farmers correctly and protecting their rights and interests， emphasizing the training of professional “new farmer”， and implementing flexible and diverse patterns of modern agriculture.

在我国经济下行压力逐渐增大的情况下，加快现代农业发展对于调整产业结构、扩大内需、培育经济新的增长点尤为重要。自2012年党的十八大提出新型工业化、信息化、城镇化和农业现代化要协调同步发展以来，关于现代农业的研究备受关注，许多学者从现代农业的基础环境、资金和技术支持、信息服务等角度进行了多方面探讨[1-5]，也有学者从现代农业的实施模式方面进行了研究[6-10]，还有学者从生产力和生产关系变革角度进行了分析[11]。现代农业是以机械化、电气化、化学化、水利化、良种化为主要标准，以信息技术手段控制农业机械为突出特征，农村居民信息素养充分，可以有效利用计算机、电视、电话等现代信息手段获取农业技术[12]。现代农业需要一定程度的规模经营，需要形成完善的产业链和价值链。发展现代农业，涉及到技术与产品的研发，服务平台的建设，资金的支持，人才的培育，政策的调整与监督管理，这一切都应以维护农民的利益为前提。现代农业的落地生根需要农民的认识、认可、支持和践行。2015年河南省经济增长速度居全国第13位，属于经济发展新常态条件下比较活跃的区域，河南省又是农业大省，以河南为例，分析基于农民视角的现代农业发展困境，并探讨应对策略与发展路径更具有代表意义。
